Bavaria's Minister of Economic Affairs Hubert Aiwanger and the Bavarian Chips Alliance have hosted the fifth Bavarian Semiconductor Congress in Munich.

The 2026 Bavarian Semiconductor Congress once again brought together more than 320 decision-makers from business, academia, politics, and government, focusing on microelectronics as a strategic foundation for digital transformation, industrial competitiveness, and Europe’s ability to act. Now in its fifth edition, the event once again successfully bridged the gap between policy-making, cutting-edge technological fields, and concrete economic application prospects: From technological sovereignty to AI-supported semiconductor development and photonic integrated circuits, all the way to the role of the Bavarian ecosystem, it became clear that a region’s strength in the future will stem primarily from networking, technology transfer, and scalability.

Technological Sovereignty, Political Framework, and Economic Prospects

The morning session identified semiconductors as a key prerequisite for resilience, competitiveness, and geopolitical capacity to act. The focus was on the strategic importance of the Bavarian Semiconductor Initiative, economic dependencies in times of geopolitical tensions, European semiconductor policy, and the role of microelectronics as the foundation for AI. This established the framework within which technological sovereignty was understood not as self-sufficiency, but as the ability to integrate critical technologies, industrial applications, and political conditions in such a way that Bavaria, Germany, and Europe remain capable of acting and remaining competitive in the long term.

AI-Powered Semiconductors

The presentations during the first technical session in the afternoon made it clear that AI and microelectronics will become even more closely intertwined in the future: On the one hand, AI requires high-performance, energy-efficient, and specialized semiconductor solutions; on the other hand, AI itself is transforming the development, simulation, optimization, and manufacturing of chips. The session focused on AI-supported semiconductor manufacturing, industrial AI platforms, high-tech AI chips, AI in chip design, and smart manufacturing. Accordingly, the key takeaway from the session was that competitiveness in the future will increasingly stem from the interplay of hardware, software, data, design expertise, and industrial scaling.

Photonic Integrated Circuits

The speakers at the second technical session in the afternoon highlighted photonic integrated circuits as a key technology for optical communications, data centers, sensor technology, quantum technologies, and energy-efficient AI infrastructures. Topics covered included new manufacturing approaches for photonic chips, photonic solutions for connecting digital intelligence with the physical world, optical networks, and next-generation data transmission for data centers, quantum technology, and sensing. Photonics can thus address key energy and bandwidth limitations of classical electronics, making it a strategic technology field for future AI, communications, and industrial applications.

Bavarian Chips Alliance and the Bavarian Ecosystem

The closing session highlighted the Bavarian Chips Alliance as a connected network of experts at the heart of the Bavarian semiconductor ecosystem. The discussion centered on Bavaria’s position within the global semiconductor ecosystem, the role of regional and European cluster structures, and the integration of industry, research, technology transfer, and network coordination. In conclusion, it was determined that Bavaria derives its strength not only from individual technological competencies, but also from its ability to systematically connect stakeholders along the value chain and to align industrial needs with scientific excellence and European interoperability.

Conclusion

The conference made it clear that microelectronics extends far beyond individual components or applications: It is a strategic prerequisite for AI, digitalization, secure supply chains, industrial transformation, and European competitiveness. For Bavaria, this presents an opportunity to strategically consolidate its industrial base, research expertise, and network structures and to further strengthen its position as a hub for technology transfer and innovation. It will be crucial to link future-oriented technological fields—such as AI-supported semiconductor development and photonic integrated circuits—with the appropriate policy framework, economic scaling pathways, and concrete industrial needs.

This year, the focus has been on "Photonic Integrated Circuits" and "Artificial Intelligence in Microelectronics".

The event brought together representatives from business, science, politics and administration to discuss current trends, challenges and opportunities in the semiconductor industry. With specialist presentations and lively discussions, the congress promoted the exchange of ideas and the networking of the Bavarian semiconductor ecosystem.

The semiconductor industry plays a central role for the Bavarian economy and European competitiveness and is crucial for the digital transformation. The aim of the congress was to strengthen Bavaria as a leading location for research and development in the semiconductor industry.
