Eligibility:
Eligible applicants are legal entities, in particular local governments or administrative associations under public law. Federal and state government agencies or departments, as well as civil law partnerships (GbR), are not eligible to apply.
Charging points for which applicants are contractually or legally obligated to install, or which applicants are not permitted or unable to implement for contractual, legal, or organizational reasons, are not eligible for funding. These include, for example, charging points
- that may not be developed, managed, or operated pursuant to Section 7c of the Energy Industry Act (EnWG);
- whose installation car dealerships, repair shops, or gas stations, for example, have committed to as part of a brand affiliation agreement;
- that must be installed due to legal requirements (e.g., the Building Electric Mobility Infrastructure Act);
Scope of Funding:
Funding is provided for the purchase and new installation of publicly accessible charging points, including attached cables, power electronics, grid connection, groundwork, parking space markings, parking sensors, lighting, weather protection, installation, or commissioning (see Section 6.3 of the guidelines).
In this call for proposals, at least 1 fast-charging station or 4 standard-charging stations must be installed per location for which funding is requested.
A maximum of 2 fast-charging stations and 20 standard-charging stations per location are eligible for funding.
Only charging stations that are publicly accessible around the clock (24 hours a day, seven days a week) are eligible for funding under this call for proposals.
The following are not eligible for funding: planning and consulting services alone, in-house contributions, operating costs, and costs for the construction of the parking lot itself.
Funding Cap:
Under this call for proposals, funding is available for newly installed and accessible charging points (CP) with the following upper limits according to the categories below (nominal charging power of a CP):
- Category A (standard LP with a rated charging power of ≥11 kW and ≤ 22 kW): €3,000 per LP
- Category B (fast LP with a rated charging power > 22 kW and ≤ 100 kW): €10,000 per LP
- Category C (fast LP with a rated charging power of >100 kW up to ≤250 kW): €15,000 per LP
- Category D (fast-charging stations with a rated charging power > 250 kW): €25,000 per charging station
In general, the grant awarded may not exceed the eligible costs (purchase, installation, grid connection, commissioning, etc.).
Reduction of Funding Caps:
For charging points that are not accessible to people with disabilities, the following reduced funding caps apply in accordance with the categories listed above:
- Category A: 2,000 € per LP
- Category B: €7,000 per LP
- Category C: €10,000 per charging point
- Category D: €17,000 per charging point
Even for charging points that are not accessible, the grant awarded may not exceed the eligible costs (purchase, installation, grid connection, commissioning, etc.).
Grant amount per applicant:
The maximum grant amount per applicant in this call for proposals is limited to €250,000.
Requirements:
- Charging location in Bavaria with uninterrupted public access (24/7)
- No premature start of work. The start of work is defined as the issuance of a purchase order or service contract related to the project’s execution
- Construction and installation of the funded charging points by qualified personnel
- Full-surface floor markings
- Funding notice at the charging point
- No funding for expenses incurred outside the respective project period
- No funding for in-kind contributions
- Prohibition on cumulation
- Regular reporting
Approval Process:
The application must include a cost estimate for the project that is substantiated by at least one comparative quote or relevant references to comparable charging infrastructure projects.
Only charging points whose installation would not likely occur under market conditions within three years of the start of the project are eligible for funding. Therefore, only projects with low commercial viability potential may be considered. The funding agency assesses the commercial viability potential. Eligible applications will be prioritized based on the ratio of the passenger car fleet (registration figures) to publicly accessible charging points in the region (county or independent city) where the proposed charging infrastructure is to be installed. Applications will be processed in this order, subject to the availability of budgetary funds.
Applications from the same region or with the same passenger car-to-charging-point ratio will also be processed in the order in which they were submitted (based on the timestamp of the digital submission).

FAQs
Starting activities before the project period begins is not eligible for funding. Any contracts, orders, or purchases made outside the project period specified in the grant award letter are not eligible for funding. The automatic acknowledgment of receipt of the application does not constitute a grant commitment or a grant award letter.
Yes, the application must be accompanied by a cost estimate for the project that is substantiated by at least one comparative quote or relevant references to comparable charging infrastructure projects.
Applicants who have submitted applications without registering for an Elster business account must print out the application and send us a signed hard copy.
The comparative quote to be uploaded with the grant application should provide a realistic estimate of the expected costs and therefore cover the major or largest cost categories. If the applicant can demonstrate relevant experience from comparable projects, this requirement may be waived.
Regardless of this, the provisions of the ancillary funding conditions (Chapter 3 of ANBest-P) apply to the awarding of contracts within the funded project. As a rule, at least three suitable companies must be invited to submit bids. The most economically advantageous bid must be considered. The request for bids, the bids received, and the selection decision must be documented.
No comparative bids need to be solicited for the grid connection, as there is no competition. The published construction cost subsidies from the grid operators are decisive.
Supply and service contracts up to €100,000 (excluding VAT) may be awarded directly, provided the principles of economic efficiency and cost-effectiveness are observed. In accordance with Section 1.2 of the VVöA, this requires an appropriate market survey (e.g., informally by inquiring with several providers, conducting an online comparison, obtaining at least three comparative bids, or drawing on one’s own market experience).

- Public charging infrastructure must comply with various legal requirements (including AFIR, the Charging Station Ordinance, measurement and calibration laws, etc.).

- Contracts, orders, or procurements may only be made within the project period defined in the grant award notice. Once the grant award notice has been received, a contract or order may be placed, and the charging stations may be installed.
- The project must be completed within 24 months. The start date is specified in the grant award notice. Along with the grant award notice, you will receive a schedule listing all relevant deadlines. If, for unforeseeable reasons beyond the applicant’s control, this is not possible, we strongly recommend coordinating with the project management agency in a timely manner.
- Once the charging stations are put into operation, they must remain the property of the grant recipient for at least five years (60 months) and be operated in accordance with the guidelines. A brief report on the use of the charging points is due each year. The project operator will provide applicants with a digital template for this purpose.
Accessible use of the charging station for people with limited mobility in accordance with DIN 18040-3 Accessible Construction—Planning Principles—Part 3: The minimum requirements pertain to the characteristics and dimensions of the parking space and the charging station.
Parking space perpendicular to the street:
- Parking space length: at least 5.0 meters (longitudinal slope max. 3%)
- Parking space width: at least 3.5 meters for single spaces or 6.0 meters for double spaces (transverse slope max. 2%); for double spaces, a shared marked entry/exit strip at least 1 meter wide must be provided between the parking spaces
- Curb height between the parking space and the charging station or the adjacent path ≤ 3.0 cm
Parking space parallel to the street:
- Parking space length: at least 6.7 meters (longitudinal slope max. 3%)
- Parking space width: at least 2.5 meters in conjunction with an adjacent “sidewalk” at least 1.4 meters wide (transverse slope max. 2%)
- Curb height ≤ 3.0 cm
Charging point:
- All physically operated elements, such as buttons, card slots, controls on display panels, charging plugs for attached charging cables, or charging outlets, must be located at a height between 0.85 m and 1.05 m (the measurement point is the center of the element). The requirement regarding the height of control elements does not apply to those control elements whose functions are accessible via remote access.
