1st call for funding for charging infrastructure for electric vehicles in Bavaria 2026-2029

Duration: 06.07.2026, 10:00 a.m. until 17.07.2026, 4:00 p.m.

Eligible to apply:

Legal entities, in particular regional authorities or administrative communities under public law, are eligible to apply. Authorities or departments of the federal government or the federal states or civil law partnerships (GbR) are not eligible to apply.

Charging points that applicants are contractually or legally obliged to install or that applicants are not allowed or cannot implement for contractual, legal or organizational reasons are not eligible for funding. These include, for example, charging points

  • which may not be developed, managed or operated due to Section 7c EnWG;
  • which car dealerships, garages or petrol stations, for example, have undertaken to install as part of a brand commitment;
  • which are to be established by legal requirements (e.g. Building Electromobility Infrastructure Act);
  • for which no suitable space for charging equipment, auxiliary units or parking space could be found by the end of the project term.

Object of funding:

Funding is provided for the acquisition and new construction of publicly accessible charging points including attached cable, power electronics, grid connection, ground work, parking lot marking, parking lot sensors, lighting, weather protection, installation or commissioning (see 6.3 of the guidelines). At least 1 fast charging point (maximum 2) or 4 normal charging points (maximum 20) must be installed in this call for proposals.
Only charging points that are publicly accessible around the clock (24 hours a day, seven days a week) are eligible for funding under this call for proposals.

Pure planning and consulting services, own work, operating costs and costs for the construction of the parking lot itself are not eligible for funding.

Funding ceiling:

Newly constructed and barrier-free charging points (LP) with the following upper limits according to the following categories (nominal charging capacity of an LP) are eligible for funding under this call:

  • Category A (normal LP with nominal charging capacity ≥11 kW and ≤ 22 kW): €3,000 per LP
  • Category B (fast LP with nominal charging capacity > 22 kW and ≤100 kW): €10,000 per LP
  • Category C (fast LP with nominal charging capacity > 100 kW to ≤ 250 kW): €15,000 per LP
  • Category D (fast LP with nominal charging capacity > 250 kW): €25,000 per LP

In principle, the grant awarded may not exceed the eligible costs (procurement, installation, grid connection, commissioning, etc.).

Reduction of the upper funding limits:

For charging points that are not barrier-free, the following reduced upper limits apply in accordance with the categories named above:

  • Category A: 2,000 euros per LP
  • Category B: 7,000 euros per LP
  • Category C: 10,000 euros per LP
  • Category D: 17,000 euros per LP

Even for non-barrier-free charging points, the grant awarded may not exceed the eligible costs (procurement, installation, grid connection, commissioning, etc.).

Funding amount per applicant:

The maximum grant amount per applicant in this funding call is limited to 250,000 euros.

Prerequisites:

  • Charging location in Bavaria with uninterrupted public accessibility (24/7)
  • No early start of measures. The award of a delivery or service contract attributable to the implementation is deemed to be the start of the measure.
  • Construction and installation of the subsidized charging points by qualified personnel
  • Funding notice at the charging point
  • No funding for expenditure outside the respective project term
  • No funding for own work
  • Prohibition of accumulation
  • Regular reporting


Approval procedure:

When submitting the application, a cost estimate of the project must be clearly substantiated by at least one comparative offer or relevant references with comparable charging infrastructure projects.
Only charging points that are unlikely to be installed at market conditions within three years of the start of the project are eligible for funding. Therefore, only projects with a low economic viability potential can be considered. The assessment of the economic viability potential is carried out by the funding body. Eligible applications are prioritized according to the ratio of the number of cars (registration figures) to publicly accessible charging points in the region (district or independent city) in which the charging infrastructure applied for is to be installed. Applications are processed in this order and subject to available budget funds.

Applications from the same region or with the same car-charging point ratio will also be processed in the order in which the application was submitted (time stamp of digital submission).

FAQs

No, you have to wait until you receive the funding decision before you can place orders or award contracts. Only offers may be obtained and plans drawn up. Contracts, orders or procurements may only be placed within the project period defined in the funding decision.

Any premature commencement of measures is ineligible for funding. All commissions, orders or procurements outside the project period specified in the funding decision cannot be funded. The automatic confirmation of receipt of the application does not constitute a funding commitment or funding notification.

Components purchased or services commissioned before the application is submitted are not eligible for funding.

Applicants who have submitted applications without registering the Elster company account must print out the application and send us a signed paper version.

After the end of the funding call, the applications are ranked (see funding call, approval procedure) and approved within the framework of the available economic resources. All funding notifications should be sent out 3-4 months after the end of the funding call.

  • Please note the requirements for the subsidized charging infrastructure according to point 7 of the funding call.
  • For public charging infrastructure, various legal requirements (e.g. AFIR, Charging Column Ordinance, measurement and calibration law, etc.) must be complied with.

  • Commissions, orders or procurements may only be made within the project period defined in the funding decision. After receipt of the funding decision, a commission or order can be placed and the charging points can be installed.
  • The project must be completed within 24 months. The start date is specified in the funding decision. You will receive a date sheet with the funding decision, in which all relevant dates are listed. If this is not possible for unforeseeable reasons for which the applicant is not responsible, we strongly recommend that you coordinate with the project sponsor in good time.
  • Once the charging points have been commissioned, they must remain the property of the grant recipient for at least five years (60 months) and be operated in accordance with the guidelines. A brief report on the use of the charging points is due every year. The project sponsor will provide applicants with a digital template for this purpose.

Barrier-free use of the charging point for people with limited mobility in accordance with DIN 18040-3 Barrier-free building - Planning principles - Part 3: The minimum requirements relate to the characteristics and dimensions of the parking space and charging point. Parking space perpendicular to the road:

  • Parking space length: min. 5.0 meters (longitudinal slope max. 3 %)
  • Parking space width: at least 3.5 meters for single parking spaces and 6.0 meters for double parking spaces (cross slope max. 2 %); for double parking spaces, a joint marked entry/exit lane at least 1 meter wide must be provided between the parking spaces
  • Kerb height between parking space and charging station or continuing path ≤ 3.0 cm

Parking space parallel to the road:

  • Parking space length: min. 6.7 meters (longitudinal slope max. 3 %)
  • Parking space width: min. 2.5 meters in conjunction with min. 1.4 meter wide connected "sidewalk" (cross slope max. 2 %)
  • Kerb height ≤ 3.0 cm

Loading point:

  • All elements to be physically operated such as buttons, map slots, controls on display surfaces, charging plugs of attached charging cables or sockets for charging are at a height of between 0.85 m and 1.05 m (measuring point is the center of the element). The requirement for the height of the operating elements does not apply to those operating elements whose functions are made accessible via remote access.
  • Obstacle-free and wheelchair-accessible movement space in front of the control elements
