The Free State of Bavaria generally pursues a technology-neutral approach to the development of drive technologies. Currently, electromobility in particular has established itself and is considered a key measure for achieving the CO2 targets. However, the successful ramp-up of electric mobility depends to a large extent on the needs-based expansion of the public charging infrastructure. This requires space to charge electric vehicles where they are parked in everyday life. The Free State of Bavaria is also making its contribution here. In addition to promoting charging points, the private sector should also be offered suitable state-owned properties for the installation of publicly accessible charging points.
What exactly is it about?
The Free State of Bavaria has central areas in residential areas and settlement areas that could be ideal for the installation of publicly accessible charging points. The property management authorities in Bavaria are responsible for these areas. As part of this project, they will evaluate their sites according to standardized criteria and offer them to the private sector for the installation of publicly accessible charging points depending on their suitability. Interested companies will then be able to apply for these sites.
How is the procedure planned?
After inspection and evaluation by the authorities, suitable sites will be published centrally via the federal government's FlaechenTOOL. The Free State of Bavaria will provide a central management system for the allocation of sites, which charging infrastructure operators can use to apply for properties. Further details and modalities can then be agreed between the applicant and the Free State.

Frequently asked questions
In this project, any interested party can apply for an offered property. Applications for this project are made exclusively via an application form in the above-mentioned management system. As part of the application, the applicant's interest and skills, expected target groups, type/performance of the charging infrastructure or other infrastructure measures and services are requested. As the coordinating institution for the project, the Bavarian Electric Mobility Competence Center may request additional or supplementary information at its own discretion. All information will be treated confidentially by the Competence Center and will only be made accessible to the respective authorities or the organizational units of the Free State involved in the project. In particular, information in the application process will not be made accessible to other applicants.
Identified properties are generally offered for an unlimited period of time. After receipt of the first application, the respective property remains open for a certain period of time (presumably 4 weeks) to allow for further applications. The application process is then closed and the applications received are evaluated by the responsible authorities. Corresponding information will be available in the management system.
In principle, interested parties have no influence on which properties are offered for the installation of charging infrastructure and have no right to be selected as an applicant. The decision to offer properties and the evaluation of applications lies exclusively with the Free State or the property management authorities. Authorities may also withdraw their property offers at their own discretion. Interested parties can also withdraw from submitted applications. In both cases, there is no entitlement to compensation or reimbursement of costs. In all other respects, responsibilities and obligations arise from the agreement between the authority and the interested party or from the corresponding contracts for the allocation of real estate (license agreement).
The respective authorities can only assess their own operating procedures and concerns within the framework of administrative regulations. The economic viability and requirements of public charging points must be assessed by the interested charging infrastructure operators, who have gained relevant everyday experience in this area.
In order to avoid conflicts with water protection areas, planned green spaces or other requirements in the interests of the private sector applicants, only those properties that are already being used as parking lots will be considered initially. In addition, the authorities will also take official concerns into account.
In principle, this is not a procurement measure by the Free State. The aim of the project is to offer the private sector potentially suitable charging locations on properties owned by the Free State for the installation of publicly accessible charging points. The properties will be publicly communicated via the federal government's FlaechenTOOL.de. A separate tender or similar is not planned.
The property management authorities can only evaluate the area according to their own or official criteria. The decision to offer a property to the public is the sole responsibility of the respective authority. Technical or structural possibilities are just as much the responsibility of the applicant as the economic viability assessment.
The properties remain the property of the Free State or the property-managing authorities. The conditions for the use of the properties as charging infrastructure can be contractually agreed with the respective authorities as part of the application process, including rent or lease, access or pipeline rights, securing of roads or charging conditions. In the case of properties that are dedicated as public road space, the focus is on traffic criteria.
