Guide: Autonomous driving in Bavaria

12.02.2026

Autonomous mobility services are now regarded as an important building block for safe and resource-efficient mobility and can also make a positive contribution to creating equal living conditions. While private (tech) companies are driving development and implementation in parts of the USA and China, the focus of the debate on autonomous driving in Germany is on possible applications in public transport.

The "first wave" of shuttle projects has largely come to an end after the end of the funding periods. The use of production-ready, truly autonomous vehicles in accordance with SAE Level 4 is in sight, but has not yet been implemented. No operating area has yet been approved for the operation of automated vehicles.

In order to accelerate upcoming approval processes, but also to moderate various expectations, it is important to inform all stakeholders at an early stage and involve them in decision-making processes.
The guideline is designed as a working document that offers low-threshold and practical guidance along real decision-making and work steps. It focuses on clear role models, comprehensible process models and typical questions from implementation practice.
