September 15, 2026
The European Commission has adopted a package on fair labor mobility. The goal is to better protect social rights in the EU, accelerate the recognition of professional qualifications, and simplify administrative procedures for mobile workers and businesses.
Key points of the new package
- European Social Security Card: Facilitates the proof and assertion of social security and health insurance entitlements across borders.
- Skills Portability Act: A regulation on digital and comparable qualifications that significantly speeds up recognition. Strengthening the European Labor Authority (ELA): Improves cooperation among national administrations and better protects mobile workers from abuse.
- Professional Qualifications & Third-Country Nationals: Adaptation of the directives to combat the shortage of skilled workers through more efficient procedures.
Economic Benefits and Background
In 2024, approximately 14 million Europeans were living in another EU member state, while 18 percent of respondents to a Eurobarometer survey expressed a desire to work abroad. Once fully implemented, the package is expected to generate an estimated benefit of 6 billion euros by 2040 through savings for businesses and public authorities, faster administrative procedures, and the effective prevention of fraud.
