The European Commission and the High Representative of the EU for Foreign Affairs and Security Policy have presented a White Paper on European Defense Readiness 2030. Together with the plan ReARM Europe this initiative aims to strengthen the EU's defense capabilities and provide Member States with financial resources to invest in defense.
The White Paper on European Defense Readiness 2030
The White Paper responds to the chronic lack of investment and inefficient spending on military capabilities. It serves as a framework for a new approach and identifies Europe's investment needs to efficiently address current challenges.and formulates the following priorities for action :
- Closing capability gaps
- Supporting the European defense industry
- Supporting Ukraine
- Developing the European single market for defense
- Accelerating the transformation of defense through innovation
- Improving Europe's readiness for worst-case scenarios
- Strengthening partnership with like-minded countries
ReARM Europe
The "ReARM Europe" plan aims to increase the defense spending of EU member states. This is to be achieved by mobilizing over 800 billion euros through the following three pillars:
- Mobilizing public funds for defence at national level
- New specific instrument: Security Action for Europe (SAFE)
- Accelerate the implementation of the Savings and Investment Union, mobilize private capital
