Bavaria calls for special tenders and greater regional consideration in expansion

Bavaria's Minister of Economic Affairs Hubert Aiwanger believes the state is at a disadvantage in the federal government's wind energy tenders.

"As a major industrial location with a high demand for electricity, Bavaria is virtually left empty-handed when it comes to wind power tenders - this cannot be allowed to continue. We need a special tender now and not in 2027," Aiwanger (Free Voters) is quoted as saying in a statement from the ministry. He thus criticizes the latest results of the Federal Network Agency's tenders and calls for southern German locations to be given greater consideration in the expansion of wind energy. In the tendering round that ended on March 31, around 440 projects were awarded nationwide, including only five from Bavaria.

"It is unacceptable that Bavaria, as a large industrial location with a high demand for electricity, is left virtually empty-handed when it comes to wind power tenders. The current system puts the south at a structural disadvantage because it relies unilaterally on high wind yields. This is too short-sighted in terms of energy policy," said Aiwanger.

The Minister welcomes the additional tenders envisaged in the federal government's climate protection programme and the planned further development of the reference yield model: "These are the right steps because they finally recognize that expansion must be more regionally balanced - this also reduces grid costs."

At the same time, however, he is of the opinion that the measures are not sufficient and, above all, come too late. The additional tenders from 2027 would not help at present. A solution is needed now so that approved projects can be implemented quickly. Aiwanger is calling for an early special tender as early as 2026 as well as stronger regional control of the awards.

The minister referred to a Bavarian Bundesrat initiative calling for the introduction of an additional EEG wind special tender for 2026 with a tender volume of an additional five gigawatts.
