Projects on the Union List
PCI and PMI Projects: The Key to a Sustainable European Energy Network.

The revised Regulation on Guidelines for Trans-European Energy Infrastructure (TEN-E Regulation, 2022/869) has been in effect since June 2022.
A central regulatory area of the TEN-E Regulation is the selection process for projects of common interest (PCI) and projects of mutual interest (PMI). PCIs are intended to close gaps in the European energy network infrastructure and are characterized by economic, social, and environmental benefits for at least two Member States. Infrastructure projects designated as PMIs connect the Union’s energy networks with those of third countries. PCIs and PMIs are consolidated into a Union list, which is adopted by the Commission every two years as a delegated act.
The TEN-E Regulation facilitates the timely implementation of projects on the Union list by streamlining and more closely coordinating national authorization procedures. The accelerated implementation of these projects allows regions cut off from European energy markets to be better integrated, existing cross-border connections to be strengthened, and renewable energy sources to be integrated. At the same time, this makes an important contribution to security of supply.
The fifth and currently valid Union List, which was adopted on the basis of the TEN-E Regulation (EU 347/2013) that entered into force in 2013, took effect on April 28, 2022.
