Projects on the Union's list
The Union list strengthens electricity, hydrogen, and CO₂ infrastructure in Europe and Germany.

Projects of Common Interest (PCI) and Projects of Mutual Interest (PMI) are important cross-border infrastructure projects that connect the energy systems of EU member states with one another or with third countries.
They are intended to contribute to a functioning internal energy market and to security of supply in the European Union. PCIs and PMIs also play a key role in achieving common energy and climate policy goals: affordable, secure, and sustainable energy, as well as the long-term decarbonization of the economy in line with the Paris Agreement. PCI and PMI benefit from an accelerated permitting and regulatory process and, under certain conditions, may be eligible for European funding (Connecting Europe Facilities, or CEF for short).
The PCI and PMI are included in a Union-wide list that is updated every two years. The sixth Union list of PCIs and the first Union list of PCIs and PMIs, drawn up under the revised TEN-E Regulation of 2022, entered into force on April 28, 2024. Since then, new project types such as hydrogen, electrolysers, smart gas, offshore, and hybrid facilities have been eligible for PCI or PMI status. This current list, which replaces the previous fifth list, includes 166 projects across Europe. These include 85 projects related to cross-border electricity transmission and storage, as well as smart grids, based on the EU Grid Action Plan. The EU Grid Action Plan is intended to enable the rapid and efficient expansion of grids to support the energy transition.
With regard to Germany, the new list identifies 41 PCI and PMI projects. These include 14 projects in the electricity sector (eight projects in the electricity transmission category, three in the offshore category, two storage projects, and one smart grid project). Twenty-two projects are in the hydrogen sector (15 pipelines, three terminals, two storage facilities, and two electrolysers), and five projects are in the CO₂ sector (grid and storage).
