Minister of State for Culture Claudia Roth plans to introduce lower fee limits

Good news: Last Tuesday, Minister of State for Culture Claudia Roth presented her plans for the introduction of fee floors in the BKM's cultural funding at the Federal Chancellery. The aim is to offer professional, freelance creatives a guaranteed minimum remuneration in various areas. Claudia Roth also presented her ideas for reforming German film funding.

The benchmark for the minimum fee limits to be observed are the corresponding nationwide recommendations of the relevant professional and trade associations of artists and creative professionals. The obligation applies to all funding where the funding share of the Federal Ministry of Culture and Media exceeds 50 percent. It will immediately become part of the notifications to be issued and will be binding as of July 1, 2024.

The plans to reform film funding aim to make funding simpler, more efficient and more transparent and to strengthen Germany as a production location. The reform includes the amendment of the Film Subsidies Act, the introduction of a tax incentive model and an investment obligation for audiovisual media service providers. The aim is to improve the framework conditions for filmmaking in Germany and increase the competitiveness of the film industry.
