European Commission publishes two AI strategies to strengthen industry and science

"Apply AI Strategy" and "AI in Science Strategy" to secure Europe's leading role in AI and innovation

05.11.2025

The European Commission has presented two comprehensive strategies to promote artificial intelligence (AI) in Europe: the "Apply AI Strategy" and the "AI in Science Strategy". Both initiatives aim to specifically expand the use of AI in both industry and science and establish the European Union as a global pioneer in the field of AI-based research and innovation.

The "Apply AI Strategy" focuses on accelerating the use of AI in Europe's key industries and in the public sector. Small and medium-sized enterprises (SMEs) in particular are to be supported in efficiently integrating AI solutions into their business processes.
The key measures include

  • Provision of around 1 billion euros for specific initiatives, such as the establishment of AI-supported screening centers in the healthcare sector and the promotion of frontier models and agent-based AI.
  • Launch of a "Frontier AI" initiative that networks leading AI players in Europe and promotes joint innovations.
  • Privileged access for companies to the EU AI innovation ecosystem via the network of European Digital Innovation Hubs (EDIH)
  • Establishment of an "Apply AI Alliance" as a platform for coordination between industry, science, the public sector, social partners and civil society.

At the same time, the "AI in Science Strategy" was presented, which aims to strengthen Europe's cutting-edge research in the field of AI. The aim is to make targeted use of AI technologies in scientific work in order to accelerate research processes and enable new findings.

The Commission is also setting up an AI Act Service Desk to support the implementation of the European AI Act. Furthermore, the publication of a "European Data Union Strategy" is planned for the end of October, which is intended to promote a secure and networked data infrastructure in Europe.
