EU Resilience Program: 450 billion euros disbursed so far

The Enterprise Europe Network announces:

October 7, 2026

To date, the European Commission has disbursed 450 billion euros in grants and loans from the Recovery and Resilience Facility (RRF) to EU member states. This amounts to nearly 80 percent of the total amount requested by the member states.

Established in 2021 in response to the COVID-19 crisis, the RRF is part of the NextGenerationEU initiative. It supports reforms and investments, particularly for the green and digital transitions, and aims to strengthen the EU’s competitiveness.

Final payments scheduled by the end of 2026

Member states were required to meet the milestones and targets set out in their Recovery and Resilience Plans by August 31, 2026. The Commission is currently reviewing the final 32 payment requests totaling 123 billion euros. These were received by September 30, 2026. Once the reviews are complete, the final payments are expected to be made by the end of the year.

Germany Receives 30.3 Billion Euros

Germany has a total of 30.3 billion euros in grants at its disposal. Approximately 80 percent of this amount has already been disbursed. Funding is being provided, among other things, for investments in microelectronics and hydrogen research, the digitization of public administration, green mobility, and the energy-efficient retrofitting of buildings.
Germany submitted its fourth and final payment request on September 25, 2026. The European Commission is currently reviewing it.

Expected Effects on the Economy and Climate

According to initial estimates, every euro invested in digital measures could generate approximately 1.50 euros in economic output in the EU by 2030. ARF-funded investments are expected to reduce the EU’s annual greenhouse gas emissions by 1.5 percent. Supported reforms could enable further reductions of about 1.4 percent of annual emissions.
