Energie Baden-Württemberg (EnBW) is promising 4.5 percent interest to people who want to invest their money in two wind turbines in the northern Black Forest. The two Vestas turbines have been turning in Grömbach since January 2025.
The Karlsruhe-based company is opening the subordinated loans for a maximum of one month from July 11. Anyone who has money to spare must still fulfill two conditions for public participation. Firstly, their primary or secondary residence must be in one of the municipalities of Grömbach and Wörnersberg or in the districts of Kälberbronn and Edelweiler in the neighboring town of Pfalzgrafenweiler. Anyone who merely runs a business there but does not live there is also eligible to subscribe.
Second condition: Interested parties must be able to part with a minimum amount of 500 euros for a seven-year investment period. The maximum investment per investor is set at 10,000 euros. EnBW has limited the total investment amount in this project to 500,000 euros.
Citizen participation is a factor that should generally lead to greater acceptance of renewable energy plants on the doorstep. The federal states determine the form of participation themselves; subordinated loans are often, but not necessarily, included. A levy to the local authorities, for example money per kWh of green electricity generated, is regularly part of the agreement between the project developer and the local authority.
In the case of the wind turbines in Grömbach, it is not necessarily certain that the subscription amount will be exhausted. Only around 600 people live in Grömbach itself and just over 200 in Wörnersberg. Pfalzgrafenweiler is considerably larger, with a good 7,200 inhabitants, but the investment opportunity is limited to the two districts mentioned. Wind turbine operators such as Stadtwerke Münster in Westphalia often make do by opening up the plant project to all (green electricity) customers in a next step if the maximum amount is not reached.
