Artificial intelligence: EU presents new strategies

The European Commission has presented two comprehensive strategies to accelerate the use of Artificial Intelligence (AI) in Europe and position the EU as a global innovation hub. The aim is to anchor AI in key sectors and promote scientific excellence.

1. strategy for the application of AI

The "Apply AI" strategy focuses on the introduction of AI in strategic sectors such as healthcare, energy, mobility, manufacturing, construction, defence and culture. Small and medium-sized enterprises (SMEs) and industry are to be specifically supported in integrating AI into their processes.

The measures include:
  • AI-supported screening centers in the healthcare sector
  • Development of powerful "frontier models" and agent-based AI
  • Investments of around 1 billion euros to promote implementation

The strategy pursues an "AI-first" policy that aims to accelerate innovation while prioritizing safety and societal benefits.

2nd AI strategy for science

At the same time, the Commission is positioning Europe as a center for AI-based research. The focus is on the virtual institute RAISE - Resource for AI Science in Europe, which pools and coordinates AI resources.

The strategic measures include:
  • €58 million for networks of excellence and doctoral networks
  • 600 million for computing power from "Horizon Europe"
  • Doubling of annual AI research funding to over €3 billion
  • Support for data gaps and integration of relevant data sets

The Commission's Joint Research Center supports both strategies with studies and assessments on the impact of AI on science and practice.

Networking and next steps

To coordinate the AI measures, the EU Commission is establishing the "Apply AI Alliance" - a forum for industry, science, public institutions and civil society. In addition, an "AI Act Service Desk" will be set up, an AI observatory established and digital innovation centers developed into AI experience centers.

The Data Union strategy will be presented at the end of October. At the "AI in Science Summit 2025" (AIS25) on November 3-4 in Copenhagen, key initiatives such as RAISE and new partnerships with the private sector will be presented.

With the strategies "Applying AI" and "AI in Science", the EU is setting another milestone on the path to global AI leadership.
