In its Strategic Foresight 2025, the European Commission has presented a concept to prepare Europe for future challenges. "Resilience 2.0" is based on an anticipatory approach and is intended to ensure that the EU remains capable of acting even in turbulent times.
With the Strategic Foresight 2025, the European Commission is presenting the "Resilience 2.0" model - a concept that should enable Europe to react early and effectively to far-reaching challenges such as climate change, security risks and global competitive pressure. The aim is to align political decisions more closely with long-term developments and possible future scenarios.
The Foresight identifies eight strategic fields of action in which Europe can strengthen its crisis resilience:
- Strengthening Europe's global position
- Technology-based security strategies
- Promoting research and innovation
- Resilient economic structures
- Social inclusion and sustainability
- Education for change
- Protection of democracy and media freedom
- Intergenerational justice and demography
Taken together, these areas provide a framework that ensures that Europe is prepared for the coming decades while making the most of new opportunities.

Compact background
Since 2020, the European Commission has been using the Strategic Foresight as a key policy-making tool. The current edition is based on resilience strategies, technical reports, public opinions and a broad consultation process with EU institutions, agencies and member states. The aim is to identify long-term developments at an early stage and enable well-founded decisions for Europe's future.
