Urban digital twins for cross-border support of municipalities in adapting to climate change (Interreg Bavaria-Austria Jan. 2025 - Jan. 2028)
The Alpine region, and therefore also the border region between Salzburg and Bavaria, is particularly affected by climate change. The effects are becoming increasingly visible and noticeable due to the increase in extreme weather events such as heatwaves and droughts, heavy rainfall, hailstorms, forest fires and storms. It is therefore all the more important to proactively take appropriate measures to adapt to climate change and thus reduce the negative effects.
In Twin4Clim, urban digital twins and application-related solution modules are being developed in three thematic use cases: "Structural development scenarios in municipalities", "Green infrastructure for climate-fit municipalities" and "Structural development and heavy rainfall risk". These digital solution packages are being developed in close cooperation between RSA FG iSPACE (LP) (Salzburg) and the TU Munich (Chair of Geoinformatics) and implemented across borders in three pilot municipalities in the Bavarian-Salzburg border region to support climate adaptation measures.
Corresponding analysis models on climate-relevant aspects are being developed in high spatial resolution for simulation and decision support and urban digital twins are being set up in the municipalities based on the flexible SDDI approach (Smart District Data Infrastructure), a framework for the application-driven management of urban digital twins.
The solution packages define required data, tools for spatial analysis and simulation, AI-supported access to climate-relevant indicators and visualization for the use cases and will be implemented in the pilot municipalities in the Bavarian-Salzburg border region. Common standards will ensure cross-border interoperability and compatibility with existing systems for the data, processes and methods used in Twin4Clim. The solution packages are described in detail in the publicly accessible SDDI catalog and an action plan with instructions for the cross-border implementation of the use cases in Salzburg and Bavaria is created for transferability to other municipalities on both sides of the border.
The innovation transfer organizations of the federal states of Salzburg(Innovation Salzburg GmbH) and Bavaria (Bayern Innovativ GmbH) focus on the broad transfer of knowledge to municipalities, service providers, regional/national authorities, interest groups, sectoral agencies and the public through ongoing cross-border transfer events, workshops and innovative formats, such as an innovation & start-up challenge.
