The EU and Canada have maintained official relations in the field of research and innovation since 1996, the year in which the Agreement on Scientific and Technological Cooperation was signed. The agreement provided the general framework for cooperation and served as a forum for regular discussions on research priorities and areas of common interest.
The association with Horizon Europe is the closest form of cooperation offered by the EU in the field of research and innovation. It allows researchers and organizations in Canada to participate in calls for proposals under Pillar II of the programme on equal terms with institutions from EU Member States. From 2024, they will also have access to research networks in the EU and 18 other countries associated with Horizon Europe.
Background:
Horizon Europe is endowed with EUR 95.5 billion from the EU budget for the period 2021-2027, more than any previous EU research and innovation program. There are also financial contributions from the associated countries. The program is open to the whole world, so participants from all countries can take part in most calls for proposals. Institutions from associated countries can take advantage of additional opportunities within the framework of cooperation projects and are treated in the same way as institutions from EU Member States when it comes to accessing funding.
