The European Commission has imposed provisional countervailing duties on imports of battery electric vehicles (BEVs) from China.

Based on its investigation, the Commission concluded that there is unfair subsidization along the electric vehicle value chain in China and that the EU automotive industry is at risk of economic harm as a result. The investigation also assessed the likely impact of these measures on importers and users of electric cars in the EU and on consumers.

Consultations with the Chinese government have intensified in recent weeks following an exchange of views between Executive Vice-President Valdis Dombrovskis and Chinese Minister of Commerce Wang Wentao. Work is continuing at a technical level to find a WTO-compatible solution that takes appropriate account of the concerns expressed by the European Union. However, a negotiated outcome based on the investigation must be effective and remedy the injurious forms of subsidization identified.
