The Commission invites all interested parties to participate in a consultation process that will define the roadmap for the New European Neighborhood Facility (NEB) 2025-27. The NEB Facility is a unique EU funding instrument designed to make urban neighborhoods more sustainable and inclusive.

The consultation will gather information on the needs on the ground and the most innovative ideas needed for a comprehensive transformation of neighborhoods. This will help the Commission to develop the implementation of the Facility in the period 2025-27.

Making living spaces sustainable, inclusive and beautiful

The Facility, established under the Horizon Europe 2025-27 Strategic Plan, covers the full cycle of implementing solutions for urban neighborhoods. It combines two components: a research and innovation part, financed with around 120 million euros per year from Horizon Europe funds, and an implementation part with the help of investments from various EU programs. In terms of research and innovation, the facility has three priorities:

  • linking green transition, social inclusion and local democracy
  • circular and regenerative approaches for the built environment
  • innovative financing and new business models for the transformation of urban neighborhoods.

To realize NEB-inspired change at scale, the deployment component combines EU, public and private funding to develop innovative solutions, promote education and training, build capacity and more. The NEB is a political and financial initiative that aims to create beautiful, sustainable and inclusive places, products and lifestyles. It brings sustainability into our daily lives and combines the European Green Deal with innovative construction, advanced materials and circular economy.

The consultation runs until August 17, 2024.
