Funding conditions

What is funded?

Funding is available for two main areas:

• Implementation of an experimental development project to develop a viable technological concept for setting up a company (concept project)
• Implementation of a technologically and economically risky development project in connection with the establishment of technology-oriented companies (development project)

The following costs that arise directly from research and development activities can be funded:

• R&D personnel costs
• Costs for instruments and equipment
• Expenses for contract research, technical knowledge and patents acquired directly or under license from third parties as well as costs for consulting and equivalent services
• Other operating expenses (materials, consumables, etc.)
• Expenditure on obtaining, validating and defending patents and other intangible assets within the meaning of Art. 28 (2) (a) GBER

Technology-oriented companies in the commercial sector

• with a Bavarian technology location or branch office,
• that have been in existence for less than six years and have fewer than ten employees (full-time equivalents including management).
• The managing directors must hold at least 50% of the shares in the company, have the specialist knowledge required for the project and devote the majority of their working hours to the start-up project.
• Companies in the start-up phase can also apply for funding.

Funding is provided as a non-repayable grant as part of project funding. A share of the project funding is granted, limited to a maximum amount. The funding rate depends on the selected funding line, as well as the level of innovation and the size of the company.

Funding can be applied for in two different funding lines:

• Implementation of a concept project to develop a viable technological concept for the business start-up. Funding is limited to up to 35% of the eligible costs and a maximum of €26,000. Funding is provided for a maximum period of 9 months.
• Implementation of a development project with up to 45% of the eligible costs. For software developments, the maximum funding amount is €150,000. Funding is generally provided over a period of 1 to a maximum of 3 years.

The funding is to be drawn down in installments over the course of the project in accordance with the eligible costs incurred. In addition to regular technical interim reports, receipts for the eligible costs incurred must be submitted. The grant will be paid out by the Bavarian State Ministry of Economic Affairs, Regional Development and Energy following a technical and financial review.

Applications can be submitted at any time during the period of validity of the guidelines.

• The project must not have been started yet.
• The project must be characterized by a considerable technical and economic risk of success as well as a high degree of innovation.
• The project must be carried out and utilized to a significant extent in the Free State of Bavaria.
• The use of sufficient own or external funds to finance the project must be demonstrated.
• The project must not be funded under other state, federal or EU programs.
• The aim of the project must be to develop a new product, process or technical service. This must give rise to expectations of clear competitive advantages and market opportunities due to the technological innovation it contains.
• The applicant must submit a viable concept for the establishment of the company and for the implementation of the project that is ready for assessment.
