Municipal energy concepts and energy utilization plans
Funding conditions
What is funded?
- The short ENP is limited to the recommendation to carry out an inter-municipal convoy procedure for heat planning. The contents of the actual heat planning study are not eligible for funding.
- The area is limited to a maximum of 15 municipalities and the area recommendation is limited to a maximum of 10 - 12 municipalities in the individual convoy.
- In a district-wide short ENP, more than 15 municipalities can be involved and examined; these are then divided into several convoys. In exceptional cases, a district can also submit several applications that are already divided into areas.
- Preparation of energy use plans (ENP) and supplementary ENPs - municipal and inter-municipal - by expert third parties with the aim of obtaining a basis for decision-making on investments to save energy, increase efficiency and use renewable energies and CHP.
- An ENP is an informal planning instrument. It examines possibilities for saving energy, increasing energy efficiency and switching to renewable energy sources from a spatial perspective. It serves as a decision-making basis for non-economic activities by local authorities that do not require subsidies.
- Individual topics can be examined in more detail as part of the energy use plan. Possible priority projects include hydrogen infrastructure and charging infrastructure.
- There are options for updating or updating an existing energy use plan, a so-called follow-up energy use plan. In terms of methodology, it is similar to the original ENP, but contains the section "Consideration of target achievement".
- Implementation support for measures (no investment grants) proposed in a municipal energy use plan funded under this program.
- Preparation of municipal energy concepts (EK) by expert third parties to save energy, increase efficiency and use renewable energies.
- An EC is a comprehensive energy analysis of individual municipal properties or clearly defined municipal projects. They are individual projects without an overarching study.
Personal contributions and investment costs are not eligible for funding. Furthermore, cumulation with funds from the European Union or other public funds is excluded.
How is funding provided?
Short ENP:
Funding for a short ENP is provided according to the following scale:
- 80% for eligible total costs (net) up to €10,000
- 70% for total eligible costs (net) of over €10,000 up to €15,000
- 60% for total eligible costs (net) of over €15,000
Funding for short ENPs at district level is excluded from this scale; here, a funding rate of 80% is applied. The maximum amount of total eligible costs (net) is €25,000 for short ENPs at municipal level. In the case of a short ENP at district level, the maximum amount depends on the number of municipalities to be examined:
- Up to 19 municipalities: €25,000
- 20 - 29 municipalities: € 35,000
Municipal energy concept:
Funding is up to 50% of the eligible costs. The funding amount is capped at a maximum of € 50,000.
Municipal energy utilization plan / supplementary ENP:
Funding is provided in the form of a grant towards the eligible costs. The subsidy is up to 70% for local authorities. An additional funding bonus of up to 10 % is possible for certain inter-municipal priority considerations.
Follow-up energy utilization plan:
No earlier than 3 years after completion of the original energy utilization plan. Funding can amount to a maximum of € 20,000 or € 40,000 for an inter-municipal study area.
Implementation support:
In the case of monitoring, the grant amounts to a maximum of € 40,000.
What requirements must be met?
Short ENP
- Local authorities with the following are eligible to apply and can be included in the scope of the study
- an expected obligation to draw up a heating plan in accordance with the WPG (not in the case of existing and protected heating plans, e.g. as part of federal funding)
- at least one indicator for a heating or hydrogen network area, e.g. (potential) large consumers, (potentially) relevant RE heat sources, no loose development/settlement structure, proximity to an existing heating network, existing heating network with expansion potential)
- The specifications provided on ENP Online must be used.
- Direct award after market research possible up to a contract value of €25,000 (net).
- Overview of the municipalities to be examined with reference to municipalities already receiving ZUG funding (these are not eligible for funding)
- Site plan of the area to be examined
Energy utilization plans and energy concepts:
- At least 3 vendor-neutral comparative offers for the study based on ENP Online.
- Overview of already funded energy concepts or energy utilization plans.
- Site plan of the buildings to be examined or development plan of the (new building) area to be examined.
Implementation support:
- At least 3 vendor-neutral comparative offers for the study based on ENP Online, unless the support is to be provided by the author of the energy utilization plan. In this case, his offer is sufficient. Procurement law must be complied with.
- Overview and description of the proposed measures from the energy utilization plan that are to be implemented.
- Confirmation from the applicant that there are no qualified personnel available to implement the proposed measures.
