Municipal energy concepts and energy utilization plans
Local authorities have a key role to play in implementing and shaping the energy transition. Even in a largely liberalized energy market, municipalities have a wide range of responsibilities and competencies when it comes to ensuring the local energy supply. With municipal instruments such as land use planning, development planning, urban redevelopment and public relations work, municipalities have a wide range of options at their disposal to create the necessary local framework conditions for the transformation of the energy supply and the expansion of renewable energies. Municipalities are already confronted with fundamental issues relating to energy supply.
The complexity of the technical and economic framework conditions poses major challenges, especially for smaller municipalities. In order not to stop at individual case studies and selective measures, a spatially comprehensive overall concept is required. Local energy potential can often only be used efficiently in this way. This is where state funding comes in and is intended to remedy the information deficit and enable the effective implementation of energy policy goals. As a support service, the funding program provides local authorities with different types of concepts, each of which is intended to meet different information requirements.
