A recent survey shows: Support for the expansion of ground-mounted photovoltaic systems is high, as are expectations of the German government.

71 percent of the population are generally in favor of the use and expansion of ground-mounted photovoltaic systems. This was revealed by a representative Forsa survey conducted on behalf of the German Wind and Solar Agency in March 2025. 70 percent of respondents who are already familiar with ground-mounted PV systems in their residential environment are in favor of them, compared to 62 percent of others.

Security of supply, price stability and independence from energy imports were cited as key arguments in favor of expansion. On the other hand, competition for land with agriculture, possible environmental impacts and changes to the landscape are viewed critically.

Many of those surveyed probably wrongly assume that they are alone in their positive attitude: In fact, only 33 percent oppose the construction of a PV system in their immediate residential environment. On average, however, they estimated that 53 percent of local people would reject the systems.

According to the survey, PV systems on or near buildings have even higher approval ratings. According to the survey, 95 percent are in favor of their expansion. At 67 percent, approval of agri-PV is roughly on a par with open-space photovoltaic systems.

Expectations of the federal government are high. Across all parties, 83% of respondents wanted the new federal government to be at least as committed to the expansion of renewable energies as the previous coalition government. More than half of those surveyed even want to see this commitment increased.
