Horizon 2020 was the European Union's eighth funding program for research and innovation, which was implemented from 2014 to 2020 with a budget of almost 80 billion euros. The objectives of Horizon 2020 were to stimulate economic growth, create jobs, foster collaboration in research and innovation, support scientific excellence and industrial leadership, and address societal challenges in Europe.
Horizon 2020 has delivered far greater benefits than what could have been achieved at national or regional level. Every euro in costs associated with the program will ultimately benefit EU citizens by five euros by 2040. Investing in research and innovation therefore pays off for European society. These are the conclusions of the ex-post evaluation of Horizon 2020.
The final evaluation was based on a broad evidence base of over 1,000 interviews with project beneficiaries, national authorities and implementing bodies as well as surveys of successful and unsuccessful participants, includes extensive quantitative and qualitative analysis and builds on a comprehensive public consultation with almost 2,000 responses.
