The EU Commission has launched the Joint Undertakings for Chips to strengthen the European semiconductor ecosystem. The Commission has now announced the first call for proposals, with 1.67 billion euros in EU funding available. This is expected to grow to 3.3 billion euros with funding from Member States and additional private funding. Proposals for these pilot plants can be submitted until the beginning of March 2024.
The Joint Undertaking for Chips is the most important instrument for implementing the "Chips for Europe" initiative (expected total budget until 2030: 15.8 billion euros). It is intended to strengthen the semiconductor ecosystem and Europe's economic security by managing a budget of almost 11 billion euros provided by the EU and the participating states until 2030.
The Chips Joint Undertaking will
establish pre-commercial innovative pilot plants providing state-of-the-art facilities for testing, proving and validating semiconductor technologies and system design concepts;
launch a cloud-based design platform for design companies across the EU;
foster the development of advanced technologies and engineering capabilities in the field of quantum chips;
as well as establish a network of competence centers and support skills development.
First call for proposals to fund pilot plants for chips
For its first calls for proposals for innovative pilot plants, the Chips Joint Undertaking will make available EU funding of €1.67 billion. The calls for proposals are aimed at organizations - typically research and technology organizations - that want to set up pilot plants in the Member States. The topics covered are:
FD-SOI (Fully Depleted Silicon on Insulator) technology - towards the 7 nm chip
Tip nodes below 2 nm
Heterogeneous system integration and chip assembly
Wide bandgap semiconductors
