- Venue and organizer program: Requirements
Who is supported?
Supported are cultural venues and cultural organizers without their own venue, which are economically damaged by the pandemic triggered by the COVID-19 virus and which can prove in each case that the operation of a cultural venue or the activity as a cultural organizer is their main business purpose and that the venue or the main office of the cultural organizer is located in Bavaria. Eligible are:
- Companies that are economically and permanently active in the market as a carrier of cultural venues or as a cultural organizer
- in the main business solo self-employed and self-employed members of the liberal professions as a carrier of cultural venues or as a cultural organizer
- corporations of the non-profit sector (eg. B. gGmbHs, associations), which maintain cultural venues as part of their business operations or whose activities are aimed at the organization and implementation of artistic events
Further requirements?
- The venue or the activity as a cultural organizer must already have existed on 01/01.2019 existed and must not have been already on 31.12.2019 in economic difficulties gem. Art. 2 para 18 of the General Block Exemption Regulation .
- In the case of complete closure without play operations or. complete cessation of cultural organizer activity during the performance period, the grant can not be claimed.
- The venue must be with at least 24 or in rural areas or thematically closed program series with at least 12 artistic events or. in the case of non-profit legal form or proven membership in an amateur umbrella organization with at least 6 artistic events per year to be played; this is based on the annual program 2019 or, on reasoned application, the annual program 2018 or the annual average of the years 2015 to 2019 to prove.
- The activity of the cultural organizer must be at least 24 or in rural areas or thematically closed program series at least 12 or. in the case of non-profit legal form or proven membership in an amateur umbrella organization at least 6 artistic events per year in Bavaria; this is to be demonstrated by means of an overview of the events carried out by the cultural organizer in 2019 or, on reasoned application, the annual program 2018 or the annual average of the years 2015 to 2019.
- The cultural organizer may have generated from its activities a total of no more than a turnover of 10 million euros per year.
- The venue may have a maximum of 1,000 visitor seats (sitting/standing).
What is supported?
The specific, disbursable financial assistance is based on the liquidity shortage for the grant period credibly demonstrated at the time of application. The liquidity bottleneck is calculated in accordance with No. 3.1. of the guidelines. Proof of the liquidity bottleneck is provided by means of a liquidity requirement plan confirmed by a tax advisor or auditor, which includes a comparison of the expected income and expenses for the application period. This includes in particular:
- Rents and leases for buildings, land and premises, which are directly related to the business activity of the venue or the activity as a cultural organizer; costs for private rooms are not eligible.
- Other rental costs
- Interest expenses for loans and credits, which already existed before 01.07.2020 have existed.
- Financing costs portion of lease payments
- Expenses for necessary maintenance, servicing or storage of fixed assets and leased assets, including EDP
- Expenses for electricity, water, heating, cleaning and ongoing hygiene measures (eg. Disinfectants)
- Property taxes
- Operating license fees
- Insurances, subscriptions and other fixed expenses
- Costs for tax advisors or auditors, which are incurred in the context of applying for the grant under these guidelines
- Costs for trainees
- Personnel expenses
- Fictitious entrepreneurial salary in the maximum amount of 1.180 Euro per month for the application period for in the venue active or as a cultural organizer active owners
- Special expenses for COVID-19-related hygiene measures (eg Plexiglas walls)
- Other expenses (eg fees, general production costs)
How is supported?
The competent granting authority decides on the application at its discretion. Funding is available for up to 100 percent of the proven liquidity shortage within the meaning of No. 3.1 of the guidelines.
The respective maximum amount when the maximum grant period of half a year (second half of 2021) or of one quarter (1st and 2nd quarter 2022) is fully utilized within the meaning of No. 8.2 sentence 1 of these guidelines) results from a graduation according to the number of employees as follows:
- up to 10 employees: 100 000 euros (for a half-year) or 50 000 euros (for 1st and 2nd quarter 2022)
- over 10 employees: 400 000 euros (for a half-year) or 200 000 euros each (for 1st and 2nd quarter 2022)
Responsible for the review, approval and payment of the grant are:
- the Government of Middle Franconia (for cultural organizers or the venues located in Upper, Middle, and Lower Franconia and the Upper Palatinate) and
- the Government of Upper Bavaria (for cultural organizers or. venues located in Upper and Lower Bavaria and Swabia)
The granting agencies are supported, especially in the review of applications, by Bayern Innovativ - Bayerische Gesellschaft für Innovation und Wissenstransfer mbH.
