Lifescience" funding line - medical technology

The Bavarian State Ministry of Economic Affairs, Regional Development and Energy (StMWi) intends to fund research and development projects in the field of medical technology.

Funding is available for industry-led pre-competitive collaborative projects that focus on innovative developments in the field of medical technology, i.e. collaborative projects for the research and development of new or improved products and/or processes. The funding is intended to enable research and development (R&D) work in the field of life science - medical technology and to accelerate the implementation of research results in new products and/or processes. The consortia should have the potential to bring the research findings to market.

The collaborative projects are projects with several partners that cover as much of the value chain and/or technology chain as possible. As a rule, the projects are designed to run for three years, although other durations are also possible.

This program is implemented via corresponding calls for funding, in which thematic priorities are set where appropriate. Project proposals can be submitted within the respective funding calls by the specified deadlines. The outlines will be assessed and evaluated according to defined criteria as part of a competitive process. Details can be found in the respective call for funding.

The last funding call was active from 25.11.2024 to 31.01.2025. The next funding call is planned for fall 2025.

What can be funded?

Research and development projects in the field of medical technology as cooperative projects in close collaboration between several companies from the commercial sector or between such companies and research institutions. Several partners should cooperate along the value chain.

How is funding provided?

Funding is provided in the form of partial funding in the form of grants as part of project funding.

In the case of collaborative projects, an appropriate own contribution is required so that the (non-subsidized) funding rate generally does not exceed 50% of the eligible expenditure of the collaborative project.

The eligible expenditure includes the following items, among others

  • Personnel costs
  • Other operating expenses
  • Expenditure for contract research
  • Costs for instruments and equipment
  • Travel expenses (for institutes)

For members and facilities of universities (institutes, etc.) as well as organizational units treated as equivalent to them, the rates are calculated on an expenditure basis.

Non-university research institutions can be funded on a cost basis.

What requirements must be met?

Projects can be considered if they

  • go beyond the state of the art
  • are characterized by a high degree of innovation
  • are associated with a considerable technical and economic risk
  • are carried out in its essential parts in Bavaria

Projects that

  • have already been started before the project management organization receives a verifiable application
  • which are essentially carried out on behalf of third parties not involved in the collaborative project.

The following also applies:

  • At least one of the partners substantially involved in the project must already have specific research and development capacities and relevant specialist experience, including in the field of production in the case of companies, at the time of application.
  • Applicants or project participants must provide evidence that they are using an appropriate amount of their own or external funds to finance the project, which are not financed by other public funding or reduced interest rates.
  • In the case of joint projects between companies and universities or research institutions, the majority of the eligible expenditure of the overall project should be attributable to the companies.
  • Applicants must have sufficient creditworthiness to carry out the project and provide evidence of this if necessary.

Who can submit an application?

Eligible applicants are

  • Companies with a registered office or branch in the Free State of Bavaria
  • Non-university research institutions as well as universities and higher education institutions in Bavaria
  • Other applicants based or established in the Free State of Bavaria who have the technical qualifications and sufficient capacity to successfully complete the tasks described in the project

Preference will be given to small and medium-sized enterprises (SMEs). At least one economic partner (company) must be represented in the association.

How can I apply for funding?

The funding measure is implemented via corresponding funding calls, if necessary with thematic priorities.

Frequently asked questions

What funding period is possible?

In principle, the funding period is up to 3 years. This planned period should not be exceeded.

How should the sketch be submitted?

Outlines can only be submitted during an open funding call. Detailed information and exact details can be found in the respective current funding call on this page under the heading Funding calls.

Who in the group should submit the sketch?

The outline should be submitted by a commercial partner (usually the lead company). One sketch must be submitted per consortium.

Is it possible to reapply to the LSM program after a rejection?

It is generally possible to reapply for the next funding call. It is advisable to seek advice in advance. The relevant contacts can be found at the bottom of this page.

Who submits the application and in what form?

The application is submitted by each partner individually. The exact procedure is explained in the application consultation.

When can or may the project start?

The recommendation for the start of the project can be found in the respective current call for funding. However, it is possible to adjust the start date individually with the project sponsor. Please note that the project may not be started without a funding decision.

Who receives the notification?

All network partners who have submitted an application receive their own approval notice. The project may not begin without this notification.

Is it possible to change project staff after the start of the project?

Yes, this is possible after prior consultation with the project sponsor. Proof of qualifications and employment contracts must be submitted for review.

Is it possible to extend the project duration?

This is only possible in exceptional cases and only for the entire association. The prerequisite for this is that the extension is conclusively justified in terms of subject matter and content. Each decision is a case-by-case decision. In principle, extensions can only be granted on a cost-neutral basis.

An application for extension must be submitted by each project partner within the implementation period.

What happens if you do not meet your obligations as a beneficiary?

In the event of non-compliance with the obligations, the approval notice will be revoked.

Which work packages are eligible for funding?

In principle, only technical work packages within the project are eligible for funding. Work packages such as project management and the creation of a marketing concept are not eligible for funding.
