Three tools for municipal heat planning online

The Kompetenzzentrum Kommunale Wärmewende (KWW) in Halle/Saale has developed three sample directories, which are available on the website and are intended to make planning easier.

The Heat Planning and Decarbonization of Heating Networks Act (WPG) has been in force since this year. It requires around 10,700 municipalities in Germany to draw up a heating plan. Municipalities with more than 100,000 inhabitants must draw up a municipal heating plan (KWP) by mid-June 2026, smaller municipalities by mid-2028. The Competence Center for the Municipal Heating Transition (KWW) offers various forms of support for this. A sample list of services, a list of service providers and a data compass have been available online since March 7.

The head of KWW, Robert Brückmann, explained: "In our day-to-day work, we see that many municipalities are looking for templates, examples and comparative values to guide them in their heat planning." The triad of templates is intended to meet this need. "Over the course of the year, we will continue to expand this toolbox in order to simplify municipal heat planning," announced Brückmann at the same time.

Sample list of services

The municipal heat plan is usually created by an external service provider on behalf of the municipality. This service must be put out to tender. The KWW model service specifications serve as a template for the tender and can be adapted to the framework conditions of the respective municipality. The current version of the model service specifications is aimed at municipalities that have submitted an application for funding by 4 December 2023 via funding priority 4.1.11 "Preparation of a municipal heating plan" of the Municipal Guidelines.

It specifies the services that are only roughly outlined in the Municipal Guidelines and their Technical Annex. In addition, the requirements arising from the Heat Planning Act have been taken into account wherever possible. This sample list of services provides local authorities with a better overview of the scope of the KWP.

In turn, the list makes it easier for service providers to prepare tenders. The directory is intended to improve the comparability of offers, which benefits both the municipality and the bidders.

Directory of service providers

The KWW service provider directory promotes the exchange between municipalities and service companies, for example in the preparation of municipal heat planning. It serves as an initial overview of potential service providers and enables local authorities to filter providers based on their requirements according to range of services and region. Brief profiles provide a rough impression of the providers. Detailed information can then be accessed on the respective websites.

Data compass clarifies the source situation

Municipal heat planning is based on data such as details of the building structure, consumption data and heat sources. Most of this data exists, but unfortunately not in one place. The KWW Data Compass provides an overview of who has to provide which data and helps to request the data from the respective data holders in accordance with the legal requirements. The KWW compiles and updates the state-specific overviews in cooperation with the state energy agencies, for example, and gradually makes them available on its website.

In the course of the year, the KWW will expand this service into a metadatabase that can be used to directly access the data mentioned here. KWW is part of the German Energy Agency (Dena) and has been working on behalf of the Federal Ministry of Economics and Climate Protection (BMWK) since it opened in Halle (Saale) in Saxony-Anhalt in April 2022.
