Outlook: Net Zero Industry Act of the European Commission

The European Green Deal goes into the next round - the European Commission has on 16. March 2023 the "Net Zero Industry Act"(Net Zero Industry Regulation) presented.

The regulation is part of the package of measures (Industrial Plan for the European Green Deal) of the strategic promotion of the production of climate-neutral technologies and value chains in the European Union. The aim is to increase the competitiveness of the European cleantech industry - by 2030, at least 40% of strategic climate-neutral technologies should come from EU-internal production and make the EU independent of technology imports from third countries.

Promotion of climate-neutral technologies in eight strategic areas On the basis of the net-zero industrial regulation, climate-neutral technologies - so-called net-zero technologies - are to be promoted in eight strategic areas in the future:

- Photovoltaics and solar thermal,

- Onshore and offshore renewable energy technologies,

- Battery and storage technologies,

- Heat pumps and geothermal energy technologies,

- Electrolyzers and fuel cells,

- Sustainable biogas/biomethane technologies,Carbon capture and storage (CCS) technologies,

- Grid technologies.

Net-zero technologies are those for the use of renewable energy sources - energy from renewable, non-fossil energy sources, that is, wind, solar (solar thermal and photovoltaic), geothermal, ambient, tidal, wave and other ocean energy, hydropower and energy from biomass, landfill gas, sewage treatment plant gas and biogas (Article 2 No. 1 RL (EU) 2018/2001 of the European Parliament and of the Council of 11.12.2018 on the promotion of the use of energy from renewable sources).

Creating basic conditions for investments in net-zero technologies

With the net-zero industry regulation, the European Commission aims to create conditions for investments in clean technologies within the EU by improving relevant information, streamlining and tightening the administrative burden for project design, and simplifying approval procedures. In addition, the regulation provides for the prioritization of so-called strategic climate-neutral projects. These are projects that are considered essential for strengthening the resilience and competitiveness of European industry. These include facilities for the safe storage of captured CO₂ emissions. Shorter approval periods and streamlined procedures are to apply to such projects.

Further procedure

Before the regulation is adopted and enters into force, it must be discussed and approved by the European Parliament and the Council of the European Union. With the net-zero industry regulation, the European Commission is setting the course for an attractive European production location of climate-neutral technologies and setting an important milestone for decarbonization and compliance with European climate targets. Due to the expected improved framework conditions for renewable energies, the net-zero industry regulation will be of high relevance for companies that want to invest in innovative energy projects.
