The Ministry of Economics has submitted the draft bill on the expansion of solar energy to the other ministries for approval. It had been expected after the 2nd Solar Summit in May.
With the Solar Package I Act, whose draft bill was presented by the Ministry of Economics (BMWi) on June 26, barriers are to be removed in order to accelerate the expansion of photovoltaics and achieve the legal goals for the expansion of renewable energies.
Certainly, 215,000 MW of installed photovoltaic capacity is to be created by 2030. Annual expansion must therefore be tripled from around 7,000 MW to 22,000 MW, according to the ministry.
With this so-called "Solar Package I", the expansion of photovoltaic systems is to be divided equally between roof-mounted and ground-mounted systems. According to the ministry, the cabinet is expected to pass the legislative package in the summer.
Germany has set itself the goal of being greenhouse gas neutral by 2045. In order to achieve this goal, the power sector must already be largely free of greenhouse gas emissions by 2035," the draft legislation, which Dow Jones Newswires has seen, states.
According to the Ministry of Economy, photovoltaics is "one of the cheapest energy sources" and an important energy source in the climate-neutral electricity system. This is important for the goal of limiting global warming to 1.5 degrees, the ministry said.
The measures in the legislative package, which was first reported by the Bild newspaper, include about
- further de-bureaucratization of balcony solar systems, especially through a simplified registration procedure and the temporary allowance of backward-turning meters. - Furthermore, the plant summary for roof-mounted solar systems, including a special exception for so-called balcony PV, should be simplified.
- It is also planned to introduce the "Community Building Supply" as a new model for the low-bureaucracy supply of PV electricity within a building.
Furthermore, grid connections are to be accelerated and repowering is to be enabled for roof systems. It is also planned to make the direct marketing obligation more flexible by introducing the new form of remuneration of gratuitous purchase.
On top of that, the Federal Ministry of Economics is planning a "Solar Package II" to push solar expansion even further.
