Slump in the building sector: According to a survey of energy consultants, the green turnaround is hardly progressing. More than with the heating technology they see catching up need with the building envelope.
New inquiry, same result: Like 2021 and 2022 energy consultants were asked this year country widely about it, how it advances with the energy turn in the building sector. Once again, a negative picture emerges. Also in the third year "the status quo and the future prospects in the building sector are judged as gloomy", writes the Federal association energy-efficient building envelope (Buveg), which gives the inquiry in order.
Then asked, how they judge the progress of the Federal Government with the energetic modernization of the building stock, 35 per cent of the energy consultants answer with "very badly". Thirty-four percent say "poor." Only 4 percent rate the progress as "good".
That the building stock will become climate-neutral by 2045, as envisioned by policymakers, is rated by most as unrealistic. A good two-thirds of those surveyed consider the goal to be unattainable. Sticking points are above all the "implementation of the subsidy programs" (35 percent) and the "political framework conditions" (23 percent).
The question of whether only subsidy incentives are sufficient to achieve a climate-neutral building stock was answered by 75 percent with "no." In each case 56 per cent are in favor of regulatory requirements and default controls.
According to the survey, the greatest need to catch up with regard to a climate-neutral building stock is in the building envelope. 93 per cent name it as a weak point. Behind it the heating technology (61 per cent) and the ventilation (30 per cent) follow.
"The results of the energy advisor inquiry show unmistakably that the Federal Government sets the wrong emphasis with the modernization of the building existence , says Buveg managing director Jan Peter Hinrichs. Political action and reality are falling further and further apart in the building stock. "A standstill in the energetic reorganizations threatens", so Hinrichs.
Marita Klempnow, Vorständin of the German energy advisor network (DEN) stresses that it is not sufficient to change "only the energy sources". "We have to tackle the gigantic consumption of resources in the building sector. The key to this is a steadying and debureaucratization of the regulatory law and the promotion."
The "Energy consultant survey on the modernization of the building stock 2023" took place online in the period from July 2022 to August 2023. Members of DEN and Bundesverband der Gebäudeenergieberater, Ingenieure und Handwerker (GIH) were surveyed.
