Practical guide "Municipal heat planning" provides practical orientation

The associations AGFW and DVGW have published a joint practical guide for municipal heat planning.

The "municipal heat planning" comes and becomes mandatory for cities and municipalities in Germany. In some states, such as Baden-Württemberg, it is already mandatory. The German government has announced that it will present a draft law this year. A municipal heat plan will specify how the goal of a climate-neutral heat supply will be achieved locally.

The Efficiency Association for Heat, Cooling and CHP, or AGFW for short, and the German Technical and Scientific Association for Gas and Water (DVGW) want to support municipalities in developing it. They have developed a practical guide for municipal heating planning. "This helps the municipalities in the preparation of a heat plan and the subsequent steps on the way to a climate-neutral energy future," both associations announced.

The key points of a municipal heat planning

  • are the preparation of the heat plan,
  • the participation of the public,
  • the decision of the municipal council
  • and the subsequent implementation.

The practical guide thereby supports the planning at the municipal level. Because to develop a heat concept, local government, utilities, network operators and housing industry must work together intensively. "In order to implement a climate-neutral heat supply in a capacity- and resource-saving manner, it is important to precisely coordinate the necessary transformation processes," it continues.

In the practical guide, minimum requirements for the preparation of municipal heat plans are formulated according to municipality size and the structural design of such a plan is explained. The guide shows municipalities their own options for action and supports them in taking the first steps.

Through the guide, stakeholders who previously had little experience in heat supply are enabled to develop tenders for inventory and potential analyses as well as scenarios. Topics such as digitalization, data protection, funding opportunities and financing are also taken into account. As a result, climate-neutral focus areas are identified. These serve the long-term, secure and economical supply of the municipality. Municipal planning for the heat transition is based on them.
