Trading Hub Europe to set the gas storage levy 2023

The market area operator Trading Hub Europe (THE) leaves the so-called gas storage levy beyond January 1 untouched in the amount.

THE sets the levy according to the Energy Industry Act (EnWG) to secure the level requirements for gas storage facilities from January 1 at 0.59 euros/MWh. "Thus, the value remains unchanged compared to the previous period," the gas market area operator said. The gas storage levy was introduced on October 1, 2022.

The background to the levy is the amendment to the EnWG, which provides for fill level requirements for natural gas storage facilities in particular, THE writes further. Achieving the legally defined fill levels "is to be achieved through a provision mechanism for unused storage capacities as well as other measures, such as the tendering of Strategic-Storage-Based-Options (SSBO) and the filling of storage facilities by THE." The goal, he said, is to increase security of supply in Germany.

Apparently THE is getting by just fine with the instrument. The levy is determined in consultation with the Federal Network Agency and the Federal Ministry of Economics. The amount of the levy would not be changed due to the current uncertainty in the gas market because of the required future gas volumes, but also because of the volatile price forecasts.

THE levies the gas storage levy on the balancing group managers (BKV). These are THE's customers or the gas network operators for whom THE bills on behalf. The balancing group managers are usually energy suppliers, traders or gas importers who have to pay the levy.

If surpluses are determined on the levy account, these can be distributed again to the BKV under certain conditions.

The next time the gas storage levy is determined will be on July 1, 2023.
