Budget increase Horizon Europe

The Commission has now adopted the amendments to the 2021-2022 Horizon Europe work program, increasing funding by nearly EUR 562 million. The aim is to enable even better support for EU missions to develop innovative solutions to challenges in the fields of environmental protection, health and digitization, and to implement more measures to strengthen the European innovation ecosystem. The program's budget for 2021 and 2022 now totals nearly EUR 16 billion.

Of this additional funding, EUR 507.1 million is earmarked for the five EU missions, which are a new and innovative way to find solutions to some of our biggest challenges by working with people from across Europe and beyond.

There will be 17 new calls for proposals for the

  • Mission "Cancer"
  • Mission "A Soil Deal for Europe"
  • Mission "Adapting to Climate Change"
  • Mission "Revitalizing our Oceans and Waters by 2030"
  • Mission "Sustainable Cities".

Further, the changes include measures to support researchers who previously worked in Ukraine. Under the new MSCA4Ukraine program, which is one of the Marie Skłodowska-Curie Actions, displaced researchers will be given €25  million to continue their work in an academic or non-academic host organization in EU member states or countries associated with Horizon Europe.

They will also be supported to resettle in Ukraine as soon as possible in order to rebuild the country's research and innovation capacity. Hundreds of Ukrainian scientists may also benefit from a EUR1 million increase in funding from the Human Frontier Science Program of the Scientists Helping Scientists initiative, which is part of Horizon Europe's Health Cluster 1. A blanket provision has also been added to encourage all applicants to provide employment opportunities to researchers and innovators from Ukraine where possible.

In addition, the amendments introduce several new measures to support Europe's innovation potential. In the European Innovation Ecosystems (Horizon Europe), WomenTechEU will continue with a tripled budget (EUR 10 million) so that more than 100 women-led startups will receive support this year, and a new measure to create and promote business angel investment in the EU (EUR 2 million) will be launched. In Cluster 2, "Culture, Creativity and Inclusive Society," this includes support for the establishment of collaborative platforms and networks for the cultural and creative industries (EUR 6 million), social impact assessment of policies for the transition to a green economy (EUR 3 million) and innovative solutions for the future of democracy (EUR 3 million), and support for the Observatory for Innovation in the Public Sector (EUR 1.5 million). The value of some other minor changes to the work program amounts to EUR 3.2 million.

The first round of upcoming calls will start on May 12, 2022, and the second on May 24, 2022.
